If you are a SCHOOL THAT WAS NOT ELIGIBLE to participate in the Educational Credit for Exceptional Needs Children (ECENC) program in the prior fiscal year, 2017-18, but you want to participate in 2018-19, then you need to complete the following steps:
Complete Document B (PDF) which documents the number and total amount of grants received from Exceptional SC in the preceding fiscal year. If your school did not participate in the prior year, then the responses on Document B should reflect "no grants received in 2017-18."
A school's application cannot be processed or approved until Documents A and B are submitted to the EOC. The documents may be mailed or emailed to the EOC.
Document C (PDF): Assessment data from the 2017-18 school year that documents for each grade tested and for each grade with least 10 students in the grade, the English Language Arts (reading) and mathematics achievement of students in the grade. By participating in the program for the first time in 2018-19, you acknowledge that your school will also collect and provide to the EOC individual student test scores on national achievement for any student in grades one through twelve who receives a grant from Exceptional SC during the current year. The school-level assessment data must be submitted by December 31, 2018.
Failure to provide Document C by December 31, 2018 will result in the school’s removal from the list of approved schools.
Document D (PDF): A copy of a compilation, review, or compliance audit of the organization's financial statements as relating to the grants received, conducted by a certified public accounting firm must be submitted by June 30, 2019 if your school receives grants from Exceptional SC this year (July 1, 2018 through June 30, 2019). The Audit Clarification Letter (PDF) provides information to assist certified public accounting firms in understanding the issues to be reviewed.
