Returning School Application

For schools that participated in the ECENC program in the prior year and have a compilation, review of compliance audit on file with the EOC, please complete the following:

  1. Complete the Statement of Assurance (Document A)(PDF)which certifies that your school still meets the definition of an eligible school, that your school wants to participate in the program in 2018-19, that your school will continue to comply with the requirements of the law, and that the report is true, accurate, and complete under penalty of perjury in accordance with Section 16-9-10 of the South Carolina Code of Laws. With Document A, please provide a summary of the services provided for students with exceptional needs served.
  2. Complete Document B (PDF). You must submit to the EOC information regarding the number and total amount of grants received from Exceptional SC in the prior fiscal year, 2017-18.

    A school's application cannot be processed or approved until Documents A and B are submitted to the EOC. The documents may be mailed or emailed to the EOC. Failure to provide Documents C and D by December 31, 2018 will result in the school’s removal from the list of approved schools.

  3. On or before December 31, 2018Document C (PDF) and Document D (PDF) as outlined below, must be completed.  

    Document C: Assessment data from the 2017-18 school year that documents for each grade tested and for each grade with at least 10 students in the grade, the English Language Arts (reading) and mathematics achievement of students in the grade AND individual student test scores for students who received a grant from Exceptional SC in the prior school year. The individual student test scores will be collected through a secure portal. Additional guidance to be provided. The school-level and individual student assessment data must be submitted by December 31, 2018.

    Document D: "A copy of a compilation, review, or compliance audit of the organization's financial statements as relating to the grants received, conducted by a certified public accounting firm" must be submitted by December 31, 2018. The Audit Clarification Letter (PDF) provides information to assist certified public accounting firms in understanding the issues to be reviewed.

    Failure to provide Documents C and D by December 31, 2018 will result in the school's removal from the list of approved schools.
