The Educational Credit for Exceptional Needs Children (ECENC) program was created by the SC General Assembly (Act 247, signed into law on May 18, 2018) to provide grants and parental tax credit to eligible students attending approved schools.
The Education Oversight Committee (EOC) is charged within the law with determining if an independent school meets the eligibility requirements for participation in the ECENC program. For questions about student eligibility, scholarship funding and tax credits, the public may access information about the ECENC program at ExceptionalSC.org.
Act 247 was signed into law by the Governor on May 18, 2018 and later amended on May 17, 2021.

Note: Each school has completed an application to participate in the Educational Credit for Exceptional Needs Children (ECENC) program in school year 2023-24. Each school meets the program standards of Act 247 of 2018 as amended in 2021. Each school must comply with the reporting requirements of Act 247 of 2018 as amended in 2021 during school year 2024-25, and failure to submit the required reporting information will result in the school’s removal from the ECENC program.
